There is hereby created a Board of Park and
Recreation Commissioners consisting of seven members and one alternate
member, who shall be appointed by the Mayor with the consent of the
Borough Council. Members of said Board shall be residents of the Borough
of Glassboro of recognized fitness for such position. No Commissioner
shall receive any compensation for his services.

Upon the adoption of this chapter, there shall be appointed
three members for a term of one year, two members for a term of two
years and two members for a term of three years. The term of the alternate
member, upon appointment, shall be for five years. Thereafter, all
appointments shall be for a term of five years. Members of the Board
may be removed at any time, for sufficient cause, by the Mayor with
the consent of the majority of the members of the Borough Council.
In the event of a vacancy caused by the death, inability, resignation
or removal of any member, the Mayor, with the approval of the Borough
Council, shall appoint another person to fill the unexpired term of
such vacancy.
Immediately following their appointment, an
organizational meeting shall be held by the members of the Board,
at which time there shall be elected a Chairman.
The powers and duties of such Chairman shall
be as follows:
A. To preside over all meetings of the Board of Park
and Recreation Commissioners.
B. To appoint a Vice Chairman and Recording Secretary
and an Acting Chairman in the event of the nonavailability of the
Chairman or Vice Chairman.
C. To appoint such committees as may be authorized by
the Board of Park and Recreation Commissioners to carry out the objects
and purposes of the Board of Park and Recreation Commissioners.
D. To certify to the Borough Treasurer all expenditures
of the Board of Park and Recreation Commissioners.

The Mayor, with the consent of the Borough Council,
shall appoint an Executive Director, Secretary and such other personnel
as may from time to time be deemed proper and necessary by the Board
of Park and Recreation Commissioners for the furtherance of its objectives
and purposes.
The Executive Director shall have the following
powers, authority and duties. He shall:
A. Plan, organize, direct and evaluate the program of
activities authorized and directed by the Board of Park and Recreation
Commissioners.
B. Supervise the maintenance and use of the recreational
facilities operating under the control of the Board of Park and Recreation
Commissioners.
C. Employ, with the approval of the Board of Park and
Recreation Commissioners, organize, train and supervise, all department
personnel and assign their respective duties to them.
D. Keep careful and complete records of department activities
and services and of the personnel of the Board of Park and Recreation
Commissioners, and a complete inventory and record of all property
of the Board of Park and Recreation Commissioners.
E. Attend all meetings of the Board of Park and Recreation
Commissioner, excepting in those cases where the Board of Park and
Recreation Commissioners holds a closed session and advises the Executive
Director not to be present.
F. Prepare and present an annual report to the Board
of Park and Recreation Commissioners at the close of each year.
G. Certify, together with the Chairman of the Board of
Park and Recreation Commissioners, to the Borough Treasurer all expenditures
of the Board of Park and Recreation Commissioners.

The Board thus constituted shall have all the
powers and duties provided by the laws of the State of New Jersey
relating to boards of park and recreation commissioners of municipalities.
The Board shall have the power to conduct any form of recreation or
cultural activity that will benefit the health, education and general
welfare of the residents of this Borough, and shall have control and
supervision of all parks within the jurisdiction of said Borough,
and may plan, promote, manage and acquire, construct, develop, maintain
and operate, within the Borough limits, parks, squares, parkways,
play and recreation facilities, and improve the same; enter into any
contract, in writing, act independently of or in conjunction with
the governments of the United States, the State of New Jersey, any
county, city or borough, park district, school district or any other
public organization, for the purpose of conducting a recreation program
or exercising any other power granted by this chapter; exercise censorship
over any statuary, monuments or works of art presented to the Borough.
The Board may also solicit or receive any gifts, bequests of money
or other real or personal property, to be applied for either temporary
or permanent operation and maintenance of playgrounds, parks or other
recreational purposes. Powers of said Board include the authority
to grant concessions and privileges upon such conditions and for such
compensation as it shall prescribe. Any revenue received shall be
used for park purposes, provided that no concession or privilege shall
ever be granted for the sale of any intoxicating liquors, beer and/or
wine in any public park, and that no concession or privilege shall
be granted for a period of more than three years unless approved by
ordinance. The Board shall have no power to acquire land or property,
whether real, personal or mixed, or to accept gifts of real, personal
or mixed property, without the approval of the Borough Council, and
any property held hereunder shall be in the name of the Borough of
Glassboro.
The Board shall have power to make rules and
regulations for the government and management thereof, including the
power to fix charges for the use of any municipally owned or controlled
park or recreation facility. All rules, regulations, charges and amendments
thereto adopted by the Board shall be promulgated by one publication
in a newspaper published or circulated in the Borough, and a notice
shall be posted in at least three public places in said Borough. These
rules and regulations shall become effective 10 days from and after
the date of said publication. This chapter and rules and regulations
adopted pursuant thereto shall be enforced by the Police Department
of the Borough of Glassboro. A violation of the rules and regulations
so adopted shall be deemed a violation of this chapter.
Annually, the Board shall submit a budget to
the Borough Council on or before the second Monday in December for
its approval.

The violation of this chapter shall punished
by a fine of not more than $2,000, imprisonment for not more than
90 days or a period of community service for not more than 90 days,
or any combination thereof.

Regular meetings of the Board of Park and Recreation Commissioners
shall be held at the call of the Chairman or, in his absence or disability,
at the call of the Vice Chairman; provided, however, that a meeting
shall be called upon the written request of three members of the Board
of Park and Recreation Commissioners. At least two days' notice is
waived in writing. At all meetings a quorum shall consist of a majority
of the members of the Board of Park and Recreation Commissioners.
The one alternate member shall attend all meetings of the Board of
Park and Recreation Commissioners. The alternate member shall participate
in all discussions and activities but shall have no right to vote
on any issue unless there are fewer than seven members present at
any such meetings. In the event that there are fewer than seven members
present, then the alternate member shall have the right to vote on
any such matter.
