The regular meetings of the Board of Health
shall be held quarterly. Special meetings may be called at any time
by the President, or by any three members requesting the Secretary,
in writing, to do so; and a majority of the Board shall constitute
a quorum for the transaction of business.

The voting members of the Board of Health shall consist of five
citizens of the Borough of Glassboro who shall serve for such term
as the governing body may by ordinance provide. The President of the Board of Health shall be elected
from the group of five citizens and shall hold office for one year;
said election shall be held annually at the first Board of Health
meeting of the year.

A. The Board of Health shall employ the following specialists,
who shall act as officers and/or agents to the Board: a Secretary
and/or Registrar of Vital Statistics, Deputy Registrar of Vital Statistics,
Health Officer, Sanitary Inspector and Solicitor.
B. The Secretary and/or Registrar of Vital Statistics
may be one and the same person. The Secretary and/or Registrar may
be elected from members constituting the Board, but the Health Officer,
Sanitary Inspector and Solicitor shall not be elected from the members
of the Board.
The President shall preside at the meetings
of the Board and shall appoint all committees unless the Board or
law shall order otherwise. In case of absence of the President, the
elected Vice President shall preside. During the intervals between
the meetings of the Board, the President shall have the power to grant
permits, make orders for the execution of the ordinances of the Board,
suspend the execution of permits and orders, order inspections of
premises and fully represent the Board.
The Secretary shall keep a record of all proceedings
of the Board, preserve its books and papers, conduct its correspondence
and perform all duties required by this Board and by the laws of the
State of New Jersey.
The above-named officers may be employed by
the Board of Health to carry into effect the powers vested in it.
The Board shall fix the duties, term and compensation of these employees.
These employees shall, during the term of appointment and subject
to the superior authority of the Board appointing them, be its general
agent for the enforcement of its ordinances and the sanitary laws
of the state within the territorial jurisdiction of the Board. The
Board may employ only those individuals, to fill the two positions
named, if they are holders of the proper State of New Jersey licenses.
Written reports shall be submitted monthly by each of these two individuals
stating the services performed, inspections made, moneys collected
for fees and any other facts which have come to their attention concerning
the sanitary condition of the borough.

The Registrar shall forward original birth,
marriage and death certificates to the State Department of Health
and perform other duties as required by law and perform those duties
which may be assigned by the Board. The Registrar shall appoint a
Deputy Registrar each year. The remuneration of the Registrar and
Deputy Registrar shall be fixed by the Mayor and Council of the Borough
of Glassboro.
The Solicitor shall draft all bonds, contracts
and other papers which by law or usage the Board would be at the expense
of drawing. Said Solicitor shall commence and prosecute all suits,
action or actions brought or to be brought on behalf of the Board
and defend all actions and suits brought or to be brought against
the Board, whereby any of the estates, rights, privileges, ordinances
or acts of this Board or any part thereof may be brought in question
before any court in this state, draw ordinances on any subject submitted
to him/her by the Board, and shall perform all and every professional
act incident to his/her office.
At the annual meeting in each year, the President
shall appoint such committees as may be necessary to assure proper
functioning of the Board.
Any person feeling aggrieved at the official
action of the Board or any of its members or employees shall be entitled
to a hearing during any regular meeting of the Board. In the event
that the Board determines that additional time or further consideration
is necessary, the Board in its sole discretion may adjourn and reschedule
the meeting and/or hearing and conduct additional investigation and/or
research or the like before making its final decision.
No expense other than the salaries of the Board's
employees and the fees of the Solicitor shall be incurred by any member
or employee without an order and/or resolution adopted by the Board,
except in cases of emergency.

The Mayor and Council of the Borough of Glassboro
shall enact and amend health ordinances, and make and alter necessary
rules and regulations in the execution of any power delegated to it
or in the performance of any duty imposed upon it by law.

Any alterations or amendments to the foregoing
procedural rules shall be submitted, in writing, to the Mayor and
Council of the Borough of Glassboro and may be acted upon via ordinance.
