The Town shall charge for emergency medical services rendered in accordance with the following schedule of fees:

The Town may either bill for the tasks set out herein or contract for said billing.
The Town Manager shall propose all rules, regulations and policies relative to the implementation and administration of the billing procedures specified herein. The Town Manager shall have the authority to adjust the fee schedule both in the amount charged and the scope of services to ensure that the Town is adequately compensated for the services it has rendered. The Town Manager shall prepare an annual report for the Town Council regarding the current fee schedule and the revenue generated hereunder.
All monies collected under this article shall be maintained in a collection fund administered at the direction of the Town Council. Any resident of Smithfield who receives emergency medical services and who has no third-party insurer or agency to pay for the same shall be eligible to have any charge arising from the operation of this article paid from said collection fund.
The paragraphs, sentences, clauses and phrases of this article are severable, and if any phrase, clause, sentence, or paragraph shall be declared unconstitutional or illegal by a valid judgment or decree of any court of competent jurisdiction, such unconstitutionality or illegality shall not affect any of the remaining phrases, clauses, sentences, or paragraphs of this section, since the same would have been enacted by the Town Council without the incorporation of any such unconstitutional or illegal phrase, clause, sentence, or paragraph.
This article shall take effect 30 days after adoption.[1]
