A. 
A Comprehensive Zoning Plan is hereby established for the area of the Town of Hamburg outside the Villages of Blasdell and Hamburg by dividing the territory thereof into certain districts and prescribing regulations for buildings or other structures and the use of land therein. The Comprehensive Zoning Plan, set forth in the text and map which constitute this chapter, is adopted in order to promote and protect public health, safety, comfort, convenience, prosperity and other aspects of the general welfare. These general goals include, among others, the following specific purposes: to provide adequate light, air and convenience of access; to prevent undue concentration of population and overcrowding of land; to lessen congestion in the streets; to secure safety from fire, flood, panic and other dangers; to enhance the environment by the conservation of certain open land areas with certain desirable or unique characteristics worthy of preservation; to facilitate the adequate provision of transportation, water, sewerage, schools, parks and other public requirements; and to preserve and promote the attractiveness of the community.
B. 
It is also the intent of the Comprehensive Zoning Law to ensure effective traffic mobility and safety by:
(1) 
Providing maximum visibility;
(2) 
Preventing unreasonable distraction of operators of motor vehicles;
(3) 
Preventing confusion with regard to traffic lights, signs or signals; and
(4) 
Preserving and enhancing the natural scenic beauty and features of the Town.
C. 
It is the intent of the Comprehensive Zoning Law hereby established to implement the Town of Hamburg 2010 Master Plan and the 2010 Land Use Plan as adopted by the Town Planning Board and as accepted and endorsed by the Town Board of the Town of Hamburg in 1983 as a guide for the orderly growth and development of the Town outside the Villages of Blasdell and Hamburg, and subsequent amendments thereto.
D. 
It is also the intent of the Comprehensive Zoning Law to respect and implement the purposes and scope of the "Flood Insurance Study for the Town of Hamburg," dated September 26, 1980, with the accompanying Flood Insurance Rate Maps and Flood Boundary - Floodway Maps, as provided for in Chapter 115 of the Code of the Town of Hamburg (L.L. No. 8-1980), entitled "Flood Damage Prevention," and all amendments thereto, as a guide to orderly floodplain management in the Town of Hamburg.
E. 
The Comprehensive Zoning Plan hereby established has been formulated with reasonable consideration, among other things, as to the character of each district and its particular uses and with a view toward conserving the value of buildings and encouraging the most appropriate use of land in the most desirable manner.
