No horses, cats, house pets or farm or other animals shall be permitted to run at large within the Town of Harrison, and if found running at large therein, such animals may be impounded in the town pound, from which they shall not be released until there shall be paid to the Town Clerk the sum of $25 for each horse or $10 for each cat or other animal, the Town Clerk to remit the same to the Supervisor in like manner as he is now required by law to remit sums received by him. Poundkeepers shall receive no animals from a minor.
It shall be the duty of the Poundkeeper to provide necessary sustenance for all animals impounded and kept in any of the public pounds, and it shall be lawful for the Poundkeeper to sell, at public vendue, any animal or animals impounded, pursuant to the preceding § 91-13, at any time after the expiration of one week from the time they shall be so impounded, said Poundkeeper giving at least 48 hours previous public notice of the time and place of sale by advertisement to be put up at the pound and three other public places. Upon the payment of the fee prescribed and the expense of sustenance as aforesaid, at any time before sale, the same shall be released. The Poundkeeper shall, after retaining from such sale all expenses incurred for sustenance and the fee, pay the balance to the Town Clerk as aforesaid. The Poundkeeper shall not purchase or be interested, directly or indirectly, in the purchase of animals sold by him as Poundkeeper, under the penalties set forth in § 91-17 and forfeiture of his office.
No person shall break into or attempt to break into or in any manner injure any of the town pounds.
No person shall rescue or turn away from the custody of any person driving to the town pound any animal prohibited from running at large or pasturing in any street or interfere with, obstruct or hinder any person driving such animal.
Any person violating any of the provisions of this article shall, upon conviction, be punishable by a fine not to exceed $250 or by imprisonment for a term not to exceed 15 days, or both.
