There shall be a Youth Bureau, headed by a Youth Bureau Director. Among the powers and duties of the Youth Bureau Director, but not by way of limitation, shall be the:
A. 
Development of effective policies and programs for the prevention and control of juvenile delinquency and youth crime.
B. 
Coordination of the activities of public and private agencies devoted to the prevention of delinquency and youth crime and provision of consultative service thereto.
C. 
Assistance in facilitating the development and coordination of youth services within the city, and coordination of the same with concurrent activities by the county.
D. 
Submission to the City Manager and Common Council of such reports, data and other information as he/she may require or as may otherwise be appropriate, from time to time, regarding youth policies, programs and services throughout the City.
E. 
Except as may otherwise be provided in the Charter or this chapter, performance of such other and related duties as may be required by the City Manager.
