The Common Council does hereby approve and endorse the bylaws of the
commission to be known as the "Ithaca Energy Commission."
The purposes of the Energy Commission are:
A. To increase public awareness of the need to conserve
energy.
B. To assist in the establishment and implementation of
a concentrated citywide energy conservation program and, in particular, to
assist the City of Ithaca in reducing its energy costs.
C. To assist in the development of statistics on energy
consumption in various sectors of the Ithaca community.
D. To participate in the development of short- and long-term
energy management plans for the City of Ithaca, including an Annual Energy
Plan.
E. To work with the private and public sectors on energy
conservation programs.
F. To encourage and receive energy conservation suggestions
from the public and to recommend policies that are feasible.
G. To review building codes and zoning restrictions to determine
their effects on energy conservation.
H. To keep energy dollars in the community by encouraging
conservation and development of alternate energy sources.
I. To propose policies that would increase the energy efficiency
of local transportation systems and patterns.
The Commission shall consist of up to 11 members appointed by the Mayor,
upon the recommendation of the Board of Public Works. Two-thirds of the members
shall be residents of the City of Ithaca. Membership shall be broadly representative
of the various segments of the city. Members shall serve two-year terms, with
no limitation on the number of terms that can be served.
The Commission shall report regularly to the Board of Public Works.
In addition, the Commission shall forward comments and recommendations to
any body it deems appropriate.
