On and after January 15, 1963, a charge as set forth from time to time by resolution of the Borough Council shall be made for each certification furnished relative to municipal liens for street or sewer improvements.[2] This charge is being made for services required in searching the records and preparing the certification.[3]

Neither the borough nor any of its officers shall consent to the financing of any case or cases under Section 221 of the National Housing Act involving the relocation of a person or persons displaced from a home outside of the Borough of Wilkinsburg.
This policy shall now be established as follows:
A. 
Fire alarm system: twenty-four-hour call when out of service.
B. 
Extreme emergency (poles down, etc.): twenty-four-hour call on any part of the borough systems.
C. 
Traffic signals: Electrician may be called to replace red or green bulbs on any signals any evening until midnight. After midnight police shall put the signal on flashing until morning.
D. 
If the signal will not function properly on flashing, then electrician shall be called out to make necessary temporary repairs.
E. 
The Desk Sergeant shall be responsible for leaving a message for electricians when not called out and repairs are needed.
The Borough Council hereby pledges that the library will be maintained with public funds at a level which will ensure that it will qualify for state aid as specified in the Library Code, the Act of June 14, 1961, P.L. 324, 24 P.S. § 4303.
All properties owned by the Borough of Wilkinsburg, School District of the Borough of Wilkinsburg and/or County of Allegheny which are used for governmental purposes or are being held for future resale following Sheriff sales are hereby declared to be exempt from borough taxes, and such properties shall be removed from the taxable rolls for all years beginning with the year 1968, and the Borough Tax Collector is hereby exonerated for the collection of same. The Borough Solicitor shall not be required to file liens or to revive liens for such properties.[1]
