(1) 
The annual municipal service fee assessed by the Borough of Wilkinsburg for the collection and disposal of garbage, rubbish and recyclable material, as provided by law, shall be $200 for each dwelling unit and $200 for each dwelling unit within a structure containing more than one dwelling unit. The annual municipal service fee shall be assessed on January 1 of the calendar year for which the service is being provided and shall be due on June 30 of that calendar year.

(2) 
Penalty on delinquent accounts; administrative fee.

(a) 
A penalty of 5% shall be applied on July 1 on all accounts which have not been paid in full by June 30 of the calendar year.
(b) 
Commencing in calendar year 2014, and continuing every year thereafter, an administrative fee of 6% shall be applied to the outstanding balance of each account for the prior year's municipal service fee after the delinquent accounts are turned over to the delinquent tax collector for continued collection efforts.
(3) 
At the time of paying the fee, the property owner or agent shall certify in writing the number of dwelling units within each structure and multiply the number of said dwelling units by the annual rate to determine the total fee amount, plus penalty and interest, if any. Any person providing false information to the Borough concerning the number of dwelling units within each structure, or otherwise, shall be in violation of this ordinance and shall be subject to the penalty provisions specified in Section 11 of Ordinance No. 2290.
(4) 
If an owner does not make a timely payment, the Borough may collect such fees from the rents due from tenants, as authorized by law for the collection of real estate taxes.

The following fees shall be established to be assessed by the Tax Collector in the administration of her duties of the Tax Collector of the Borough of Wilkinsburg:
