The borough's investment program shall be comprehensive in nature and shall include all financial assets of the following funds: general, special revenue, capital projects, sinking, special assessment and internal services.
The borough's financial assets are to be invested in accordance with the Borough Code,[1] other applicable statutes, this chapter and regulations.

The authority to invest and reinvest the borough's money, to sell or exchange securities so purchased and to deposit such securities so purchased for safekeeping is delegated to the borough's Finance Director.
The Borough Manager shall develop and maintain procedures and regulations for the operation of the investment program, consistent with this chapter. Such regulations and procedures shall be approved by the Borough Council.
A monthly report of all such investments shall be made to the Borough Council.
The action of the proper officers and the advertising of this chapter, as required by the applicable law, is ratified and confirmed.
