The Manager shall have prepared job analyses for all employment positions.
From these analyses, there shall be prepared job descriptions, a position
classification plan and a compensation program. These plans shall conform
to provisions of any collective bargaining agreement and shall be subject
to Council's action, amendment and approval.
These several plans and analyses shall be reviewed annually to ensure
that they accurately reflect the duties, tasks, responsibilities and qualifications
of the several positions. All changes shall be subject to Council's action,
amendment and approval.
The process identified above shall be adhered to when new positions
are created.
