Procedure for authorizing Water Authority to shut off water where sewer
charges are delinquent. The Collector of Delinquent Sewage Agency Bills, after
obtaining the written approval of the Borough Manager, be and hereby is authorized
and directed to direct and authorize the Wilkinsburg-Penn Joint Water Authority
with the necessary information to enable it to proceed to shut off the water
to the aforesaid owners and occupants, such direction and authorization and
information to be provided in a manner and form substantially as follows:
"You are hereby authorized and directed to shut off the supply of water
to the premises located at (given address). Owner or occupant (strike out
one) of the above premises has neglected or failed to pay, for a period of
30 days from the due date thereof, a rental rate or charge for sewer, sewage
or sewage treatment service imposed by the Allegheny County Sanitary Authority.

"I certify that the owner or occupant of the premises above set forth
is the person responsible for payment of the overdue charge and that such
rentals, rates or charges are, in fact, overdue.

"I certify that the above claim or lien for the aforesaid service or
services has been assigned by the Allegheny County Sanitary Authority to the
Borough of Wilkinsburg.

"I further certify that written notice to the effect that the water
supply would be shut off at the above premises was mailed to _____________________,
owner or occupant (strike out one), at (address) on (date) and further that
a written notice to the effect that the water supply would be shut off at
the above premises was posted at a main entrance to the aforesaid premises
on (date) by (name of poster). Copies of the notice sent and the notice posted
are attached hereto and made part hereof.

"I further certify that no written notice has been given to the Borough
of Wilkinsburg or the Allegheny County Sanitary Authority stating that _____________________,
the aforesaid owner or occupant has a defense to the aforesaid overdue sewage
rentals, rate and charges."

The Borough of Wilkinsburg is authorized and directed to pay to the
Wilkinsburg-Penn Joint Water Authority a reasonable sum for said shutoff and
turn-on service, in an amount to be agreed upon between the borough and the
Authority.
The borough shall indemnify the Authority and hold it harmless from
any claims whatsoever arising out of the shutting off of water to any of the
owners or occupants of the properties affected.

A penalty or charge shall be added to each delinquent unpaid account
or statement immediately after the due date of a sewer rental rate or charge,
such charge to be in addition to any interest or other penalty that might
be due.

When it becomes necessary to shut off water service 30 days after the
due date of a sewer rental rate or charge, a charge shall be assessed as a
penalty for necessary charges in processing an authorization for water shutoff,
this charge to be in addition to other lawful charges and any reasonable charges
for water shutoff and turn-on services by the Wilkinsburg-Penn Joint Water
Authority.
All receipts from the above shall be deposited in the Sewage Escrow
Fund of the Borough of Wilkinsburg.
