It shall be unlawful for any person to coast or ride upon any sled or similar conveyance upon any sidewalk in the Borough of Wilkinsburg or upon any street or alley in the Borough unless such street or alley shall have been set apart and designated by the Mayor for the purpose of sledding as a "play highway" and shall have been blocked off or otherwise adequately protected from vehicular traffic.

A. 
Any person who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 and costs of prosecution. Nothing herein shall make it unlawful for any person to pull or draw a sled, in which a child is riding, upon any sidewalk.
B. 
The Borough may institute proceedings under this section by the issuance of a "notice of violation letter," assessing a civil penalty ranging from $10 to $1,000 for each offense, and provide the parties in violation of said Code section the opportunity to abate the violation and pay said civil penalty in lieu of the institution of proceedings and the imposition of the other stated penalties set forth herein.
