This article outlines general rules applicable
to all sections and articles of this chapter.

Anyone violating any of the provisions of this
chapter shall, upon conviction thereof, be punishable by a fine of
not more than $250 or by imprisonment for a term of not more than
15 days, or by both such fine and imprisonment.
In their interpretation and application, the
provisions of this chapter shall be held to the minimum requirements,
adopted for the promotion of the public health, morals, safety and
general welfare. Wherever the requirements of this chapter are at
variance with the requirements of any other lawfully adopted rules,
regulations, statutes or ordinances, the most restrictive thereof,
or those imposing the higher standards, shall govern.
