Each director of a department shall:
A. 
Be directly responsible to the City Manager for the effective administration of the department and all activities thereof;
B. 
Keep informed as to the latest practices of his/her particular field and inaugurate, with the approval of the Manager, such new practices as appear to be of benefit to the City and to the public; and
C. 
Cooperate with other departments and furnish, upon direction of the Manager, such service, labor and materials to other departments as shall be required for efficient conduct of City affairs.
