A. 
As used in this section, the following terms shall have the meanings indicated:
AREA DEFINED

(1) 
Location A: commencing at the northwest corner of Virginia Road and Teckler Boulevard, thence northerly on the westerly right-of-way line of Teckler Boulevard to the intersection of Teckler Boulevard and Walkup Road, thence along a northwesterly line to the intersection of Wallace Avenue and University Street, thence westerly along the southerly right-of-way line of University Street to McHenry Avenue, thence southerly on the westerly right-of-way line of McHenry Avenue to Berkshire Drive thence east along the southerly right-of-way line of Berkshire Drive to Somerset Lane, thence northeasterly along the easterly right-of-way line of Somerset Lane to the point of beginning.

Location B: commencing on the northwestern corner of the intersection of the street rights-of-way for Brink Street and Williams Street, thence northwesterly along the north side of the Brink Street right-of-way to the east side of the right-of-way for Grant Street, thence northeasterly along the east side of the right-of-way for Grant Street to the south side of the right-of-way for Woodstock Street, thence southeasterly along the south side of the right-of-way for Woodstock Street to the west side of the right-of-way for Williams Street, thence southwesterly along the west side of the right-of-way for Williams Street to the point of beginning.

Location C: commencing on the southern corner of the intersection of the street rights-of-way for Berkshire Drive and Virginia Street, thence southwesterly along the south side of the Berkshire Street right-of-way for 430.827 feet, thence northeasterly along the northwest side of property located at 770 S. Virginia Street go 360.13 feet to the northeast side of the right-of-way for Virginia Street, thence southeasterly following the Virginia Street northeastern side of the right-of-way to the southeast corner of the intersection of Virginia Street and Three Oaks Street, thence to the point of the beginning.
PERSON
Any individual, partnership, copartnership, firm, company, limited-liability company, corporation, association, joint-stock company, trust, estate, political subdivision, or any other legal entity, or their legal representatives, agents or assigns.
POTABLE WATER
Any water used for human or domestic consumption, including but not limited to water used for drinking, bathing, swimming, washing dishes, or preparing foods.
B. 
Prohibited activities in defined area. The use or attempt to use as a potable water supply groundwater from within the area of the City set forth in area defined by the installation or drilling of wells or by any other method is hereby prohibited including at points of withdrawal by the City.

A. 
Use of groundwater as a potable water supply prohibited. The use or attempt to use as a potable water supply groundwater from within the "restriction area," as defined in Subsection C and depicted in Exhibit A, as a potable water supply, by the installation or drilling of wells or by any other method is hereby prohibited. This prohibition expressly includes the City of Crystal Lake.
B. 
Penalties. Any person violating the provisions of this section shall be subject to a fine of up to $1,000 for each violation.
C. 
Definitions. As used in this chapter, the following terms shall have the meanings indicated:
PERSON
Any individual, partnership, co-partnership, firm, company, limited-liability company, corporation, association, joint-stock company, trust, estate, political subdivision, or any other legal entity, or their legal representatives, agents or assigns.
POTABLE WATER
Any water used for human or domestic consumption, including, but not limited to, water used for drinking, bathing, swimming, washing dishes, or preparing foods.
RESTRICTION AREA
As depicted in Exhibit A and described as follows: the "point of the beginning," the groundwater use restriction area shall cover an area beginning at the northeast corner of East Crystal Lake Avenue and South Main Street in Crystal Lake, Illinois; thence heading directly south along a line parallel to the east side of South Main Street to the southwest corner of the property identified as 19-04-101-007 (111 South Main Street); thence heading directly east to the southeast corner of the property identified as 19-04-128-001 (410 S. Main St.); thence heading directly north to the intersection of the east end of the property identified as 19-04-502-002 (RR ROW) and the southernmost corner of the property identified as 19-04-502-003 (RR ROW); thence heading northwest along a line parallel to the east end of the property identified as 19-04-129-002 to the intersection of the east end of the property identified as 19-04-129-001; thence heading directly south along the east end of the property identified as 19-04-129-001 to the southeast corner of the property identified as 19-04-129-001; thence heading directly west to the southwest corner of the property identified as 19-04-101-005; thence heading directly north to the northwest corner of the property identified as 19-04-101-005; thence heading northwest along a line parallel to the west side of the property identified as 19-04-502-003 (RR ROW) to the north side of East Crystal Lake Avenue; thence heading directly west along a line parallel to the north side of East Crystal Lake Avenue to the point of the beginning.
