There shall be a Department of Inspection and Code Enforcement, which
shall consist of the Division of Building Code Enforcement and the
Division of Housing and Property Maintenance. The Department shall
be headed by the Director. Prior to his appointment, the Director
shall be qualified by training and have at least five years of responsible
experience for the duties of his office.
Within the Department of Inspection and Code Enforcement there shall
be a Division of Building Code Enforcement, the head of which shall
be the Construction Official. The Division of Building Code Enforcement
shall administer and enforce:
The State of New Jersey Uniform Construction Code[1] with reference to the erection, construction, alterations,
repair, demolition, use and occupancy, location and maintenance, removal
and moving of buildings and other structures within the City of Passaic,
including the issuance of permits and the imposition of penalties.
Administer and enforce the City of Passaic Property Maintenance
Code[2] and any other ordinances relating to minimum standards
governing the condition and maintenance of dwellings.
Both the Division of Building Code Enforcement and Division of Housing
and Property Maintenance shall conduct and administer such inspections
and enforcement proceedings as are authorized by the ordinances and
laws under its administration. It shall, to the extent practicable,
consolidate and coordinate all regulatory inspections by City employees
relating to the construction, maintenance, use and occupancy of buildings
and structures and shall, to the extent practicable, provide for cooperative
inspection and enforcement with such regulatory inspections as may
be vested in any other department or public agency.
Within
the Department of Inspection and Code Enforcement, there shall be
a Division of Planning and Zoning, the head of which shall be the
Planning Director. The Division of Planning and Zoning shall:
Prepare and maintain maps, charts and data relating
to the physical development of the City and uses of land therein,
including, without limitation thereto, a Master Plan, Official Map,
Zoning Map and a map of such subsurface utilities as can be made available.
Recommend ways and means to coordinate the City's
projects and programs pursuant to and as required by federal legislation
and regulations under all applicable statutes.
