A. 
No person shall, without first obtaining a permit from the City Engineer, put, place or throw any brick, stone, earth, sand, gravel, paper, lumber, wood, coal, ashes, chips, shavings, broken glass, leather, cloth, hair, scraps, vegetables, fruits, refuse or rubbish upon any part of the public streets, alleys, footways, sidewalks, pavements, crossings, gutters, drains or sewers of the City or cause the same to be done or knowingly permit it to be done.
B. 
Except as explicitly provided in this chapter, no person shall place any object, article, box, barrel, basket, sign, advertising device, foodstuff, merchandise, vending machine, stand or anything of any kind whatsoever on or over any sidewalk or portion thereof between the building line and curb, except garbage, ashes and rubbish for collection in the manner provided by law.
C. 
No person shall place any flags, pennants, banners, streamers or any other thing whatsoever over or across any sidewalk, curb, dedicated street, avenue, road, boulevard or right-of-way or cause the same to be done or knowingly permit it to be done. (There shall be a rebuttable presumption that attachment of any such devices to any building shall have been done with the knowledge and consent of the principal tenant and owner of such building.)
D. 
No person shall place any article, item or personal property whatsoever upon any street, sidewalk, or alleyway within the City which shall in any way encumber or obstruct vehicular traffic and parking thereon.
E. 
Penalty. Any person who violates any provision of this article shall, upon conviction, be subject to a fine of not less than $100 nor more than $500 and costs. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
F. 
Abatement. In addition to the issuance of a complaint returnable in the Municipal Court, municipal officers responsible for enforcing the provisions of this article shall have the authority to abate any nuisance or safety hazard in violation of this section.
