A. 
The Village reserves the right to decline to connect with water pipes which have not been approved by the Plumbing Inspector.
B. 
No alterations in pipes or fixtures shall be made or no additional fixtures put in on the street side of the meter.
C. 
In cases where boilers are supplied with water, a suitable valve or other sufficient device must be applied to prevent damage from collapse or explosion when the water is shut off from the street mains. The Village of Elmsford will not be liable for any damages which may result to any person or premises from the shutting off of the water for any purpose whatever, even in cases where no notice is given, and no deductions from the water bills will be made in consequence. Between each water meter and the water main, a valve must be placed on the service pipe within one foot of the meter, and the faucet must be set on the outside of the meter, and also a valve within one foot of the meter on the house side.
D. 
The Board of Water Commissioners reserves to itself the control of all taps, mains or curb boxes. It also reserves the right, whenever the Board of Water Commissioners deems it proper or whenever there is a violation of the rules and regulations, to take charge of and control the stopcock or laterals. They will not be accountable for any breaks or obstructions caused by frost or otherwise, or from any damage arising by leakage from laterals, fixtures or pipes owned by individuals.
E. 
Subject to the specific provisions of this chapter, the applicant must keep the lateral pipes and fixtures in good repair at his own risk and expense and prevent all unnecessary waste of water, and all water consumers shall be liable for all such repairs as shall be deemed necessary to prevent water waste. Upon failure to comply with this rule, the Board of Water Commissioners may repair the same, and in case any such damage for work done or materials furnished shall remain unpaid for one month after the presentation of the bill, the Board of Water Commissioners may turn off the water and not turn it on again until all charges are paid, in addition to a charge for turning on the water as set forth by resolution of the Village Board of Trustees in the Master Fee Schedule as same may be amended from time to time.
F. 
No person or persons, except the Board of Water Commissioners or those acting with their permission or under their direction or an authorized member of the Fire Department, in the event of a fire, shall open or close, obstruct or interfere with any hydrant, gate or valve connected with the water system of this Village.
G. 
All meters damaged by frost or by any other cause whatsoever shall be repaired by the Village at the expense of the property owner and shall be paid within 30 days of the presentation of the bill or the supply of water shall be shut off. The minimum charge for such repairs shall be as set forth by resolution of the Village Board of Trustees in the Master Fee Schedule as same may be amended from time to time, and in case the bill from the meter company repairing said meters amounts to more than said sum, the actual cost shall be paid by the owners.
H. 
When it becomes necessary to shut off the water from any section of the water system, the Water Department will endeavor to give notice to as many of the consumers affected thereby as time will permit and will, so far as practicable, use its best efforts to prevent inconvenience and damage; but failure to give such notice shall not make the Village responsible or liable for any damages that may result either directly or indirectly from the shutting off of the water.
This article may be amended, revised or repealed by the Board of Trustees, acting as the Board of Water Commissioners, in the manner provided by law.
Any person, firm or corporation violating any provision of this article shall be subject to a penalty for each violation thereof, not less than $100 nor more than $500 for any offense. Each day's violation shall constitute a separate offense.
