In interpreting and applying the provisions
of these regulations, such provisions shall be considered, unless
otherwise stated, to be the minimum requirements necessary to ensure
that the design, construction and character of the subdivision shall
be properly related to the Official Street Map and the Comprehensive
Plan of the City of Rochester and, further, that such land to be subdivided
can be used safely for building purposes without danger to health
or peril from fire, flood or other menace.
Whenever any provision of these regulations
and any other provision of law, whether set forth in these regulations
or in any other law, ordinance or resolution of any kind, imposes
overlapping or contradictory requirements on any design feature of
a subdivision plat, that provision which is more restrictive or imposes
higher standards or requirements shall govern.
