This article shall be known and may be cited as the "Veterans
Events Committee Ordinance."
This is an article to establish a Veterans Events Committee
to function in an advisory capacity to the City Commission on all
matters concerning the City of Royal Oak Memorial Day Parade, Memorial
Day Service, Veterans Day Service and any other events honoring veterans,
active military service members, or first responders as the City Commission
may desire.
To carry out the purpose of this article, there is hereby created
a Veterans Events Committee.
The Veterans Events Committee shall be composed of 10 members:
the City Manager or his/her designee, and nine individuals appointed
by the City Commission. The City Manager or his/her designee shall
be an ex officio nonvoting member of the Committee. Of the nine individuals
appointed by the City Commission, at least three shall be at-large
residents of the City of Royal Oak. In filling the remaining positions,
preference shall be given to representatives of community groups,
who may or may not be Royal Oak residents, involved in veterans events
or services, including but not limited to the American Legion, the
Royal Canadian Legion, the Royal Oak Historical Society, the Royal
Oak Memorial Society, the Veterans of Foreign Wars, and the Downtown
Development Authority.
Of the nine individuals appointed to the Committee by the City
Commission, three shall be appointed for terms of one year, three
shall be appointed for terms of two years and three shall be appointed
for terms of three years, with said terms to expire on December 31
of the respective years. Thereafter, a member shall be appointed for
three years or until his/her successor is appointed.
The business that the Committee performs shall be conducted
at public meetings in compliance with the Open Meetings Act. A meeting agenda shall be part of the notice. A writing
prepared, owned, used, in the possession of, or retained by the Committee
in the performance of an official function shall be made available
to the public in compliance with the Freedom of Information Act.
