In accordance with and pursuant to the authority of C.G.S. § 22(a)-42, as amended, there is hereby established in the Town of Old Saybrook an Inland Wetlands Commission.
Said Commission shall consist of seven regular members, being four participating commission members and three at-large members, and a panel of alternates consisting of three members, all of whom shall be electors of the Town of Old Saybrook, subject to the following requirements:
A. 
Participating commission members. The Conservation Commission, the Planning Commission, the Zoning Commission and the Economic Development Commission [hereinafter referred to as "participating commission(s)"] each shall be entitled to designate one member of said Inland Wetlands Commission. Said designated member, during the period of time of his or her service on the Commission, shall be a regular or alternate member of the participating commission so designating him or her. If any such designated member shall cease to be a member of the participating commission, then his or her seat on the Inland Wetlands Commission shall be deemed vacant.
B. 
At-large members. Three members of said Inland Wetlands Commission shall be persons none of whom shall be a member of a participating commission, or an alternate member thereof.
C. 
Panel of alternates. There shall be three alternate members, none of whom shall be a member of a participating commission or an alternate member thereof. If a regular member of the Commission is absent or is disqualified, the Chair of the Commission shall designate an alternate to so act, choosing alternates in rotation so that they shall act as nearly equal a number of times as possible. If any alternate is not available in accordance with such rotation, such fact shall be recorded in the minutes of the meeting.
No distinction shall be made between participating commission members and at large members except as to the manner of their selection, and both participating commission members and at-large members shall be full voting members of the Commission.

A. 
Participating commission members shall be selected by their respective participating commissions within 35 days after the biennial Town election, for two-year terms expiring as of the next biennial Town election.
B. 
At-large members shall be appointed by the Board of Selectmen within 35 days after the biennial Town election, for two-year terms which shall expire as of the next biennial Town election.
C. 
The members of the panel of alternates shall be appointed by the Board of Selectmen within 35 days after the biennial Town election, for two-year terms which shall expire as of the next biennial Town election.
In the event a participating commission fails to select a member pursuant to § 8-25 within the time required, the Board of Selectmen shall be entitled to fill such membership position, and in such event, such member need not be a member of said participating commission.
Any at-large member of the Commission or any member of the panel of alternates who shall become a member or an alternate member of a participating commission shall thereupon cease to be a member of the Inland Wetlands Commission.
In the event a vacancy occurs amongst participating commission members, the participating commission which designated the member whose seat has become vacant shall be entitled to fill the vacancy for the unexpired portion of the term, within 35 days from the occurrence of such vacancy. In the event said participating commission fails to fill the vacancy within the time period required, the Board of Selectmen shall be entitled to fill said vacancy for the unexpired portion of said term, and in the event said vacancy is filled by the Board of Selectmen, said member need not be a member of the participating commission.
In the event a vacancy should occur amongst the at-large members of the Commission or the panel of alternates of said Commission, said vacancy shall be filled by the Board of Selectmen for the unexpired portion of the term.
Upon taking office, said Commission shall elect from its membership a Chair and such other officers as it may deem convenient and shall have the power to adopt rules and regulations for the conduct of its business. Four members shall constitute a quorum.
The Inland Wetlands Commission established hereunder shall have all the rights, responsibility and authority bestowed upon it by C.G.S. § 22a-28 et seq., and as the same may hereafter from time to time be amended.
For the purpose of carrying out and effectuating the purposes and policies of this article and for the purpose of enforcing any regulation, order, decision, or action made pursuant to the powers and authorities granted under this article and the Inland Wetlands and Water Courses Act, the Commission may designate the Zoning Enforcement Officer and/or Building Inspector as an enforcement officer hereunder.
