No land shall be dedicated by any owner of real estate for acceptance as a public street by the Town of Old Saybrook, nor shall any person, firm or corporation construct any street for acceptance as a public street, construct any street in a subdivision that is subject to the approval of the Old Saybrook Planning Commission or construct any drainage facility or other improvement in support of an existing Town street, except in accordance with the provisions of this chapter. No land shall be accepted as a public street by the Town of Old Saybrook except in accordance with the provisions of this chapter. No street shall be considered accepted by the Town of Old Saybrook unless so voted at a Town Meeting. "Street," for the purposes of this chapter, shall include the term "road" or "street" as defined in the Old Saybrook Subdivision Regulations[1] and the Regulations for Public Improvements[2] as adopted by the Planning Commission, and as the same may be amended from time to time.

No person, firm or corporation shall construct a street for acceptance by the Town, construct any street in a subdivision nor construct any drainage facility, or other improvement in support of an existing street or highway except in accordance with the Regulations for Public Improvements adopted by the Planning Commission in accordance with C.G.S. § 13a-71.
All streets to be dedicated for acceptance as a public street by the Town of Old Saybrook shall be designed and constructed as specified in the Regulations for Public Improvements adopted by the Planning Commission in accordance with C.G.S. § 13a-71.
The Board of Selectmen is authorized to approve standards other than those specified in § 110-3 for street design and construction as follows:
A. 
For streets not accepted by the Town but already in use for public travel prior to adoption of Subdivision Regulations.
B. 
For streets not accepted by the Town but shown on a subdivision map approved by the Old Saybrook Planning Commission;
C. 
Alternate standards in cases of unusual topography or soil conditions or of unusual traffic flow or capacity requirements except for subdivisions or resubdivisions under the jurisdiction of the Planning Commission.
Acceptance of public streets shall be in accordance with Section 60 of the Regulations for Public Improvements.[1]

An inspection fee for street construction shall be paid to the Town in accordance with Section 50 of the Regulations for Public Improvements.
The adoption of this chapter shall not rescind or void the vote of previous Town Meetings to accept specifically designated streets or parts thereof.
The Board of Selectmen may institute any appropriate action or proceedings to enforce the provisions of this chapter or to prevent, restrain, enjoin, correct or abate any violation of this chapter, as may be authorized by law.
Any person, firm or corporation who shall construct a street that is subject to the provisions of this chapter or construct any drainage facility or other improvement that is within or in support of an existing Town street, except under a valid road construction permit, shall be fined not more than $100 for each day that such construction continues.
