There is hereby established by the Township Committee of Colts Neck Township a Local Emergency Planning Committee, which shall consist of 12 members whose terms, powers, and duties are hereinafter set forth.
A. 
The Chief of Police, the Chief of the Fire Department, the Captain of the First Aid Squad, the Emergency Management Coordinator, and three Deputy Emergency Management Coordinators shall be voting members of the Local Emergency Planning Committee by virtue of their position and need not be residents of Colts Neck Township.

(1) 
The term of appointment for the three Deputy Emergency Management Coordinators is three years, initially staggered as follows: the first appointee’s term expires December 31, 2019; the second appointee’s term expires December 31, 2020; and the third appointee’s term expires December 31, 2021.
B. 
The Township Administrator, Finance Officer, Health Officer, Code Enforcement Officer, Fire Marshal, Public Works Superintendent, Construction Official, and local Superintendent of Schools shall be considered nonvoting ex officio members of the Local Emergency Planning Committee and attend meetings when requested or required, and need not be residents of the Township of Colts Neck.
C. 
The Township Committee shall appoint by resolution five residents of the Township of Colts Neck to serve on the Local Emergency Planning Committee for three-year terms, all of whom shall be voting members of said Committee.
D. 
The term of one resident member first appointed shall not exceed one year, the terms of two resident members first appointed shall not exceed two years, and terms of the remaining two resident members first appointed shall not exceed three years.
E. 
A member of the Township Committee shall be appointed as a liaison to the Local Emergency Planning Committee.
The Local Emergency Planning Committee shall be an advisory committee and be responsible for the following:
A. 
The primary function of the Local Emergency Planning Committee is to provide for the sharing of information pertaining to the public safety needs of the Township of Colts Neck to insure that all aspects of public safety are coordinated in an effective and efficient manner.
B. 
The Local Emergency Planning Committee shall issue advisory reports to the Township Committee as deemed necessary or requested by the Township Committee.
C. 
The Local Emergency Planning Committee shall issue advisory reports to the Planning Board as deemed necessary or requested by the Planning Board.
D. 
The Local Emergency Planning Committee shall assist in the development and update of the Local Emergency Operation Plan as necessary.
The Local Emergency Planning Committee shall meet as often as may be necessary, but not less than four times per year.
A. 
The Emergency Management Coordinator shall serve as the Chairperson of the Local Emergency Planning Committee, and the three Deputy Emergency Management Coordinators shall serve as the Deputy Chairpersons.

B. 
The Local Emergency Planning Committee shall also select a Secretary to maintain minutes and records of the proceedings of the Committee.
C. 
The Local Emergency Planning Committee shall hold its annual organization meeting in January of each year.
