As used in this article, the following terms
shall have the meanings indicated:
ASHES
Includes ashes from coal or wood.
JUNK GOODS
Includes but is not limited to mattresses, carpet, rubber
goods (such as tires), scrap metal, sheet metal, used furniture, appliances
(only refrigerators, freezers and air conditioners that have been
certified as freon-free and their appliance doors removed). Items
excluded from this definition are all motor vehicles and items of
more than 200 pounds weight.
RECYCLABLE MATERIAL
Aluminum cans, clear glass, colored glass, newsprint, certain
plastics and such other materials, if any, as specified from time
to time by the municipality to be recycled. These materials are specified
in the recycling regulations and may be revised from time to time
as deemed necessary by the Borough Council.
RESIDENTIAL WASTE
Includes any offal or refuse of fish, fruit, vegetable, animal
matter or any other organic substance subject to fermentation or decay,
nonrecyclable items such as some types of paper, street sweepings,
old shoes, old cloth, broken glass and china, small pieces and limited
quantities of scrap metal, all resulting from the ordinary conduct
of housekeeping. Items excluded from this definition are (but not
limited to) all items listed under "junk goods," major demolitions
debris, hazardous and flammable waste materials such as drain cleaners,
paint and associated products, motor oil, pesticides and herbicides.
YARD WASTE
Leaves, garden residues, shrubbery, grass clippings, Christmas
trees and tree trimmings and similar material. Excludes waste resulting
from tree removal and waste resulting from the conduct of commercial
operations or operators.
Nonrecyclable magazines, paper and cardboard,
when the quantity is too large to be placed in containers, shall be
securely tied into bundles, each bundle not to exceed 50 pounds, and
each bundle to be counted the same as a container.
The hours, days, times, places and amounts of
removal of residential waste and ashes shall be governed by rules
and regulations which may be revised from time to time as the Borough
Council may determine.
The Borough Council may schedule specific periodic
collections and disposal of items included in the definition of "junk
goods." The cost of this collection and disposal shall be supported
by appropriate additional fees as determined by the Borough Council.
These fees shall be paid by each resident requesting this service.
All containers and vehicles (powered and nonpowered)
used in the collection and transporting of residential waste, ashes,
organic waste, junk goods and recyclable material within the limits
of the Borough shall always be kept in a clean and sanitary condition,
maintained so as not to create a public nuisance or be in any way
a menace to the public health, and shall at all times be subject to
a rigid inspection by the Manager for the Borough of Sayre or any
other authorized agent of said Borough.
The Borough Council of Sayre is hereby authorized
and directed to make such rules and regulations as it shall determine
relative to the removal of residential waste, ashes, organic waste,
junk goods and recyclable materials. Said Council is hereby further
authorized to make contracts for removal of residential waste, ashes,
organic waste, junk goods and recyclable materials or such other arrangements
as it may deem best for removal of the same.
