The following are hereby established as the
municipal parking areas operated by the Borough of Sayre:
A. Fee parking. The fee established is $15 per month,
per vehicle, or a discount for multiple rentals. These fees may be
increased by resolution of the Council. The Borough Manager will establish
and maintain a list of prospective users on a first-come-first-served
basis. The following are fee-based lots:
(1)
The municipal parking lot on the west side of
South Lehigh Avenue between Hayden Street and the West Packer Bridge.
(2)
The municipal parking lot south of the junction
of Desmond Street, Lehigh Avenue and Lockhart Street.
(3)
On the west side of South Lehigh Avenue beginning
at a point approximately 160 feet south of the intersection of Lehigh
Avenue and Desmond Street, for a distance of 189 feet southerly, totaling
eight parking spaces.
(4)
Two parking spaces on the east side of South Lehigh Avenue, located between the municipal lot described at Subsection
A(3) and the parking reserved for the Sayre Historical Society [Subsection
B(2).]
B. Reserved parking.
(1)
Municipal parking lot at the rear of the Borough
Hall, 110 West Packer Avenue, shall be reserved as designated by Council
for Borough employees and tenants of 110 West Packer Avenue, Sayre,
Pa.
(2)
Nine on-street parking spaces adjacent to the
Sayre Historical Society, South Lehigh Avenue, Sayre, Pa..
C. Parking reservations. The Council may approve a written request from a business or nonprofit organization located in the Borough for reserved parking in the Borough's fee-based municipal parking lots. Such approval will be authorized through a Council resolution or motion. The Council may require a fee for each reserved space approved, not to exceed the monthly fee authorized in §
163-69.2A.
(1)
Such authorizations are valid for a period of
one year from the date of the Council's approval. The Borough Manager
will monitor the reservations list for compliance and take appropriate
action as required. The original requestor is responsible for renewing
its application.
(2)
The business or nonprofit organization will
be responsible for insuring these parking spaces are available to
authorized users.
D. Free parking.
(1)
At John DeSisti Park on Cayuta Street.
(2)
Joseph L. Powell Park (Fourth Ward) at Miller
Street and Maple Street.
The time limits shall be as follows:
A. Fee municipal parking. There shall be reserved parking
by authorized users who have paid the established fee, between the
hours of 6:00 a.m. and 6:00 p.m., Monday through Friday. Available
for public use at all other hours.
B. Free parking. Available for public use at hours designated
for each park.
A. Lots may be closed at prearranged times for maintenance
and cleaning by municipal authorities.
B. Violators of the established rules for use of the
public lot or individuals abusing the privileges will be prosecuted
according to statute or the privilege of the use of the lot will be
removed.
C. Anyone parking a vehicle on the lot will assume his
own risk and liability and hold the Borough of Sayre harmless.
D. Illegal parkers will be issued parking in a restricted
area tickets with a fine of $10; each twenty-four-hour period will
be considered a separate offense. After a seventy-two-hour period,
if the vehicle is not removed, a citation will be issued, and the
owner of the vehicle will be subject to prosecution, with the vehicle
to be removed according to statute.
E. Authorized users of the municipal lots who are displaced
through no fault of their own by illegal parkers will be provided
with free parking at the closest available meter until the offender
is removed.
