The Town, pursuant to the provisions of § 7-203 of the General Statutes, hereby establishes a Parking Authority, with such powers as are granted by the General Statutes of the state, in addition to but not in derogation of any powers existing under the provisions of the Charter or any special act.
The Parking Authority shall consist of five members, appointed by the General Manager, not more than three of whom shall be of the same political party. The first appointed shall serve staggered terms and, thereafter, a member shall be appointed annually to serve for five years, except that any vacancy shall be filled for the unexpired portion of the term.
The Parking Authority shall select from among its members a Chairman, and may employ necessary personnel however. The members shall serve without compensation, but may be reimbursed for necessary expenses.
No action of the Parking Authority shall be valid unless it is authorized by a vote of the majority of its members.
The Parking Authority shall maintain proper accounting and financial records and shall make an annual report to the General Manager.
