A. 
No structure or land development shall hereafter be located, erected, constructed, reconstructed, repaired, extended, converted, enlarged or altered without full compliance with these regulations and all other applicable regulations which apply to uses within the jurisdiction of these regulations.
B. 
Failure to obtain a permit shall be a violation of these regulations and shall be punishable in accordance with § 71-35.
C. 
Permits issued on the basis of plans and applications approved by the Floodplain Administrator authorize only the specific activities set forth in such approved plans and applications or amendments thereto. Use, arrangement, or construction of such specific activities that is contrary to that authorized shall be deemed a violation of these regulations.
A. 
Any violation of any provision of this chapter is declared to be a civil offense and is subject to the voluntary assessment and other procedures described in Chapter 55 of this Code.
B. 
Any person, including but not limited to the owner of a building or premises where such violations have been committed or shall exist, the lessee or tenant of an entire building or premises where such violations have been committed or shall exist, or the agent, architect, contractor or any other person who commits, takes part in or assists in any such violation or maintains any building or premises in which such violation shall exist, shall pay a civil assessment of $200. Each day any violation of any provision of this chapter occurs or continues to exist shall constitute a separate violation.
C. 
In addition to the above penalties, all other actions are hereby reserved, including an action in equity for the proper enforcement of this chapter.
D. 
The imposition of a fine or penalty for any violation of or noncompliance with this chapter shall not excuse the violation or noncompliance with this chapter or permit it to continue, and all such persons shall be required to correct or remedy such violations or noncompliance.
E. 
Any structure constructed, reconstructed, enlarged, altered or relocated in noncompliance with this chapter is hereby declared to be a public nuisance.
