GENERAL REFERENCES

No autobus shall be operated in any of the public streets or places of the Borough unless the owner or person operating such autobus shall have procured a license in the manner herein provided and shall obtain a fee therefor.
In addition to the provisions provided for in Chapter 198, Licensing, the following shall apply:
A. 
The number of buses which the applicant intends to operate within or through the Borough and a schedule of rates of fare.
B. 
The streets, avenues and public places upon which buses will be operated; an agreement to comply with the requirements contained in this section or any supplement or amendment thereof.
The application shall be accompanied by a license fee of $50 for each bus which the applicant intends to operate, together with an agreement upon the part of the applicant to furnish a liability insurance company bond conditioned for the benefit and security of the person injured, and, upon request of the Mayor and Council, conditioned also for the payment of any final judgment secured by any person or passengers injured through the negligent operation of the bus by the owner, his agents and servants, which bond shall be filed with the Borough Clerk.
The Borough Council shall at its next meeting after the presentation of the application or at the next meeting thereafter consider and pass upon such application, and, if in its judgment it is proper for the good government, order and protection of persons and property, and for the preservation of the public health and safety of the Borough and its inhabitants, refuse such application, or may grant the same with or without modifications as to the number of buses to be operated within or through the Borough and the route or routes to be traveled. Upon the granting of any such application, either with or without modifications as aforesaid, a license shall be issued to the applicant signed by the Borough Clerk.
A permit applies only to the particular motor bus for which it is issued. No motor bus shall be substituted for any other motor bus or operated under a permit issued for any other motor bus, except by consent of the Mayor and Council.
A. 
Every person operating an autobus within or through the Borough shall operate the same over a route set forth in his application and over no other route except pursuant to permission of the Borough Council evidenced by a resolution duly adopted by the Council, provided that, in case any portion of any route shall be temporarily obstructed or closed to traffic, then, in such case, upon application to and granting of permission by the Mayor and Council, the autobus may be operated upon such other street or public places as to make a detour to the nearest open portion of the route.
B. 
Every person operating an autobus within or through the Borough shall, with the application herein provided for, file with the Borough Clerk a statement of the entire route both within and without the Borough to be traveled by the bus and a schedule showing the time when the bus will leave its respective terminal or each route therein; a copy of the time schedule shall be posted in a conspicuous place in each autobus. The time schedule may be changed upon ten days' notice in writing, which notice shall be accompanied by the proposed new schedule, and shall be filed with the Borough Clerk at least 10 days before such proposed change shall take effect and also within the same time be published in a newspaper circulating within the Borough.

The following shall apply:
A. 
There shall be posted in a conspicuous place in each autobus the license issued to operate the bus and a statement of the rates of fare between the various points upon the routes of the bus.
B. 
No autobus shall stop within 50 feet of any corner of the Borough for the purpose of taking on or letting off passengers.
C. 
Every autobus operated within or through the Borough shall have one or more lights on the inside thereof which shall be kept lighted at all times from one hour after sunset until one hour before dawn.
D. 
Every autobus operated within or through the Borough shall carry on the inside thereof, in a rack or other place where it can be readily procured by the passengers, an ax and saw and two fire extinguishers for use in case of emergency.
E. 
No driver of an autobus shall talk to or carry on a conversation with the passengers or any other person except to answer necessary questions.
F. 
Every autobus shall be operated carefully and within the speed limits provided for by law, and shall use chains or other similar devices to prevent skidding when necessary because of ice, snow or slippery condition of the streets.
