Unless otherwise expressly stated, the following terms, whenever used in this article, shall respectively be deemed to mean:
FOREMAN
The Foreman of the Public Works Department of the Borough.
OCCUPANT
The owner, tenant, lessee or person in charge, in control or in possession of any building or premises or part thereof or of any personal property.
OWNER
The person having the legal title to lands and premises or to personal property.
ROADWAY
That portion of the street lying between the curblines.
SIDEWALK
That part of the street between the curb and property line.
STREET
Includes roadways, curbs, gutters and sidewalks, except where otherwise stated.
A. 
On and after May 4, 1954, no person shall lay out, open, grade or pave any public street, avenue or other public thoroughfare, nor construct therein, any curbs, gutters, sidewalks, storm drain, sanitary sewer, or any other improvement, except in accordance with the "Standard Specifications, Regulations and Conditions Relating to Improvement Work in Public Streets" heretofore adopted by resolution of the Borough Council.
B. 
All pavements, curbs, sidewalks, storm drains, sanitary sewers and other street improvements shall be designed and laid out in accordance with the specifications, regulations and conditions now in effect, or as they may, from time to time, be supplemented or amended, by further resolutions of the Borough Council.
A copy of the "Standard Specifications, Regulations and Conditions Relating to Improvement Work in Public Streets" with any supplements and amendments thereto shall be kept on file in the Borough Clerk's office for examination, inspection and use during the regular hours of business by any person interested therein.
