A. 
Meetings of the Board of Health shall be conducted according to Robert's Rules of Order.
B. 
At the meeting of the Board, the order of business shall be as follows:
(1) 
Roll call.
(2) 
Announcement of public meeting notice.
(3) 
Open hearings.
(4) 
Reading of the minutes of the previous meeting.
(5) 
Presentation of bills.
(6) 
Reports of committees and officers.
(7) 
Correspondence.
(8) 
Unfinished business.
(9) 
New business.
(10) 
Verbal communications.
(11) 
Adjournment.
A. 
Establishment. There is hereby established a Board of Health in the Borough which shall consist of five members who shall be residents and legal voters in the Borough.
B. 
Appointment of members; terms. The members of the Board shall be nominated and appointed by the Mayor with the advice and consent of the Borough Council. The term of office of each appointee shall be for four years and shall begin January 1 of the year of appointment. The terms of not more than two members of the Board shall expire in any one year. Appointments to fill vacancies shall be made in the same manner as original appointments, and all such appointments shall be for the unexpired term only.

The Board of Health Officers shall be composed of a President, Vice President and Secretary. The Board of Health membership at its annual meeting shall by the vote of the majority of its members elect from their number a President, Vice President, and Secretary.
A. 
President. The President shall preside at all regular and special meetings. He shall hold office for a term of one year until the next annual reorganizational meeting of the Board. The President shall appoint such committees as are deemed necessary to serve for the calendar year.
B. 
Vice President. The Vice President shall preside over all Board of Health meetings in the absence of the President.
C. 
Secretary. The Secretary shall keep an accurate record of all official actions of said Board and perform such other duties as may be required by the membership.
A. 
Regular meetings. The regular meetings shall be held once each month, except July and August. At the annual reorganizational meeting of the Board, specific dates for regular meetings will be set.
B. 
Special meetings. Special meetings may be scheduled at any time by the President or upon request of three members of the Board.
Three members shall constitute a quorum for the transaction of all Board of Health business.
A. 
Health Officer. The Board of Health shall employ a person, not a member of said Board, as the executive officer of said Board and shall designate him as "Health Officer." Said official shall be responsible for enforcement of this Code, the New Jersey State Sanitary Code and any other applicable federal, state and local codes. The Health Officer shall report to the Board as required by law. Prior to appointment, the Health Officer shall be licensed as a Health Officer by the New Jersey State Department of Health.
B. 
Sanitary Inspector. The Board shall employ one or more Sanitary Inspectors First Grade so licensed by the State of New Jersey. Said officials shall be responsible for making inspections, compiling proper records of such inspections, informing operators of businesses of violations hereunder, seeking methods of abating such violations, securing evidence for legal action and performing such other and further duties as may be required by the recognized Public Health Activities and Minimum Standards of Performance. The Sanitary Inspector(s) shall be empowered to enforce all applicable federal, state and local codes under the direction of the Health Officer.
C. 
Registrar of Vital Statistics. The Board of Health shall appoint a Registrar of Vital Statistics. Said Registrar shall forward original birth, marriage and death certificates to the State Department of Health, perform such other duties as are required of the Registrar by law and such other duties as the Board may designate.
D. 
Public Health Nurse. The Board shall employ a Public Health Nurse Supervisor and Graduate Nurse(s) Public Health who shall perform such duties as are prescribed by the State Department of Health.
E. 
Medical Consultant and Advisor. The Board of Health shall employ a physician currently licensed to practice medicine in the State of New Jersey as Medical Consultant and Advisor.
F. 
Additional personnel. The Board is hereby authorized to employ such other and additional personnel as it may deem necessary and may in turn authorize the Health Officer to employ such other persons as may be required for the performance of his duties.
The Health Officer, Sanitary Inspector(s), Public Health Nurse Supervisor, Graduate Nurse Public Health, Medical Consultant and Registrar of Vital Statistics shall submit written reports of their previous monthly activities at each regular meeting of the Board.
A. 
Whenever the Health Officer determines that the public health and safety is in danger, he may require summary abatement of any condition without recourse to a plenary abatement proceeding as specified in § 344-19. Immediate abatement may be required in such event without the necessity of a hearing before the Board of Health.
B. 
Power to evacuate dwellings. The Health Officer may order the evacuation of any dwelling in which a dangerous health condition exists.
C. 
Right of entry.
(1) 
The Health Officer and his duly authorized agent(s) are empowered to enter and inspect any premises in the Borough wherein they have reason to believe that a provision of this Code, or other applicable codes, is in violation to safeguard the health of persons occupying said premises.
(2) 
Search warrant. The Health Officer or authorized agent may apply to a Court of competent jurisdiction for a search warrant to permit entry into any premises in the Borough in accordance with N.J.S.A. 26:3-59 et seq.
The Borough Attorney shall be the legal advisor to the Board. He shall represent the Board in all legal matters to which the Board may be a party and render all other legal services as shall be from time to time required of him by said Board.
The Board of Health, by resolution, shall make rules and regulations which interpret or amplify any provisions of this Code, or for the purpose of making the provisions more effective.
Whenever any cost or expense is incurred by the Borough as a result of the Health Department abating or removing or causing to be abated or removed any nuisance or unsanitary or unhealthy condition, such costs and expense may be recovered in the following manner.
A. 
In all cases where practical and permitted by law, such costs shall be certified to the Tax Assessment Authority and shall be a part of the taxes next assessed against the premises upon which the nuisance or unsanitary or unhealthy condition was located.
B. 
Where it is impossible or impractical to proceed under Subsection A, the cost or expense shall be recovered in a legal action in a court of competent jurisdiction. The action shall be instituted by the Health Officer in the name of the Borough.
C. 
Regardless of the method by which costs of abatement are recovered, such costs shall be in addition to and shall not limit the imposition of any other penalties for the violation of this section.

Certified copy of birth: $15 first copy/$5 each additional.

Certified copy of marriage: $15 first copy/$5 each additional.
C. 
Certified copy of death: $15 first copy/$5 each additional.
D. 
Certified copy of domestic partnership: $15 first copy/$5 each additional.
E. 
Certified copy of civil union: $15 first copy/$5 each additional.
F. 
Certification of vital records: $10 per copy.
G. 
Fees for all other printed matter shall be listed in accordance with the schedule of fees adopted by the Mayor and Council of the Borough of Bergenfield (Chapter 236, Public Records, Access To).

The fee for adult vaccines provided by the New Jersey Vaccines for Children Program (NJVFC) and administered by the Bergenfield Health Department shall be within a range of $15 to $25 per vaccination and shall not exceed the most recent recommended vaccine administration fee in accordance with the New Jersey State Department of Health.
