As used in this chapter, the following terms shall have the meanings indicated:
GARBAGE
Putrescible animal and vegetable wastes resulting from the handling, preparation, cooking and consumption of food.
LITTER
Garbage, refuse and rubbish, as defined herein, and all other waste material which, if thrown or deposited as herein prohibited, tends to create a danger to public health, safety and welfare.
REFUSE
All putrescible and nonputrescible solid wastes (except body wastes), including garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobiles and solid market and industrial wastes.
RUBBISH
Nonputrescible solid wastes consisting of both combustible and noncombustible wastes, such as paper, wrappings, cigarettes, cardboard, tin cans, yard clippings, leaves, wood, glass, bedding, crockery and similar materials.
VEHICLE
Every device in, upon or by which any person or property is or may be transported or drawn upon a highway.
The provisions of this chapter shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138 or any other New Jersey statute or as hereinafter provided.[1]

Vehicles may only be parked in any municipal parking lot for up to 24 hours in any 36-hour period. Any vehicle which is parked in violation of this section may be towed at the owner's expense.
No person shall park a vehicle in any space so that the vehicle is not entirely within the area so designated by the lines or markings delineating the space.
Whenever snow has fallen and the accumulation is such that it covers the streets and parking lots, no vehicle shall be parked in any municipal lot after 10:00 a.m. on the day following the snow so as to permit plowing of the lot by the Municipal Road Department, and thereafter no parking is permitted until the plowing of the entire lot is completed.
No person shall service or repair any vehicle in any municipal parking lot. All disabled vehicles must be removed at the owner's expense within the time frame noted in § 88-3 above.
No person shall cause any garbage, refuse, litter or rubbish as defined in § 88-1 herein to be deposited in any municipal parking lot.
Only motor vehicles operated by bona fide handicapped drivers or motor vehicle which have a bona fide handicapped passenger may utilize any parking space reserved for handicapped citizens.

Unless another penalty is expressly provided by New Jersey statute or in Chapter 116, Vehicles and Traffic, a person convicted of a violation of this chapter, or any supplement thereto, shall be subject to the penalties provided by § 1-15 of this Code.
