No owner or occupant of any land fronting on any street within the bounds of the Borough of Branchville shall cause the erection or construction of any projection or otherwise in, over or upon any street or highway within the bounds of the Borough of Branchville.
Every owner or occupant of land fronting on any street or highway within the bounds of the Borough of Branchville now having any projection or otherwise in, over or upon any street or highway as aforesaid shall remove the same within 15 days after notice to remove said projection from the Clerk of the Borough of Branchville and directed to the owner or occupant of such lot or lots. Said notice may be served personally upon the owner or occupant of said land if found, and if such owner or occupant cannot be found, then by posting said notice upon the projection and by mailing a copy thereof with postage prepaid to the last known post office address of the owner of record of said land, and proof of said service by the Clerk of said Borough shall be considered sufficient for the purposes of this article.
In case such owner or occupant of any land fronting on any street or highway within the bounds of the Borough of Branchville shall fail to remove such projection after notice and the expiration of 15 days, it shall be the duty of the Street Commissioner or officer having charge of the streets and highways of the Borough of Branchville to remove such projection from the street or highway, and the cost or expense paid in removing such projection shall be ascertained by the Council and certified to the Assessor of the Borough, and such expense shall be added to the tax or taxes on the lot or lots fronting the street or highway from which such projection is removed and shall be collected according to law and shall be a lien upon said lands until paid.

Every person violating § 101-1 of this article shall, upon conviction thereof, be subject to the penalties provided by § 1-15 of this Code, and, upon the continued violation thereof, the Street Comniissioner or officer having charge of the streets and highways of the Borough shall remove such projection, and the costs incurred in removing same shall be ascertained by the Council and certified to the Assessor and added to the tax on the lot or lots from which the projection is removed and be collected according to law as provided in § 101-3, and said costs shall be a lien upon the said land until paid.
