In the interpretation and application of the
provisions of this chapter, said provisions shall be held to be the
minimum requirements adopted for promoting the health, safety and
general welfare of the inhabitants of the Borough of Branchville.
The interpretation and application of the provisions of this chapter
shall be in harmony with the spirit and intent of this chapter to
promote the general welfare of the community and to carry out the
purposes set forth in N.J.S.A. 40:55-32.[1]
