Scope and applicability. 

The purposes of this Part 1 are specifically stated as follows:

A. 

To promulgate use of the Village of Blasdell's POTW in a manner reasonably consistent with the purposes and capacities for which said system is to be or has been designed.

B. 

To prohibit excessive volume and/or inordinate rates of flow of wastewater and wastes into the Village of Blasdell's POTW.

C. 

To prohibit the contribution of wastewaters, industrial wastes or other wastes of a flammable nature or which create in any way a poisonous or hazardous environment for wastewater system maintenance and operation personnel.

D. 

To prohibit the contribution of wastewaters, industrial wastes or other wastes which may impair the hydraulic capacity, operation of the sewers, force mains, pumping stations and other structures and appurtenances of the Village of Blasdell's POTW.

E. 

To prohibit the contribution of wastewaters, industrial wastes or other wastes which may create operating difficulties at the POTW treatment plant as it may be constructed, modified or improved in the future.

F. 

To prohibit and/or regulate the contribution of wastewaters, industrial wastes or other wastes which require, for treatment at the plant, greater expenditures than are required for equal volumes of normal wastewater.

G. 

To require the pretreatment and/or flow control, before introduction into the Village of Blasdell's POTW, of such wastes as may impair the strength and/or durability of the structures appurtenant to the system or may interfere with the normal treatment processes or may impair the designated uses of the classified receiving waters.

H. 

To provide cooperation with the New York State Department of Environmental Conservation (NYSDEC), the United States Environmental Protection Agency (USEPA) and any other agencies which have requirements or jurisdiction for the protection of the physical, chemical and bacteriological quality of watercourses within or bounding the area served by the Village of Blasdell.

I. 

To protect the public health and to prevent nuisances.

The Village of Blasdell may, from time to time, prescribe new regulations or make such modifications of those contained herein as, in its discretion, the necessities of the service area and of its POTW may warrant.

A. 

The definitions of terms used in this Part 1 are found in Article I. The provisions of this Part 1 shall apply to the discharge of all wastewater to facilities of the village. This Part 1 provides for the use of the village's wastewater facilities, regulation of sewer construction, control of the quantity and quality of wastewater discharged, wastewater pretreatment, equitable distribution of costs, assurance that existing customers' capacity will not be preempted, approval of sewer construction plans, issuance of wastewater discharge permits, minimum sewer connection standards and conditions and penalties and other procedures in cases of violation of this Part 1.

B. 

This Part 1 shall apply to the Village of Blasdell, New York, and to persons outside the village who are, by contract or agreement with the village, users of the village's POTW.
