A.ย 

Disposal into the village POTW of any pollutant by any person is unlawful except in compliance with federal standards promulgated pursuant to the Federal Water Pollution Control Act Amendments of 1972 and any more stringent state and local standards.

B.ย 

The use of the village POTW shall be strictly limited and restricted to receiving and accepting the wastewater, industrial wastes and other wastes generated on or discharged from real property lying within the boundaries of the service area.

C.ย 

Wastewaters will be accepted into the village POTW at points of connection and under conditions approved by the village.

D.ย 

It shall be unlawful to discharge scavenger wastes, as defined in Article I, into the village POTW unless authorized in writing by the Village Board.

Except as hereinafter provided, it shall be unlawful to construct or maintain any privy, privy vault, septic tank, cesspool or other facility intended or used for the disposal of wastewaters.

No person shall discharge or cause to be discharged any stormwater, surface water, groundwater, roof runoff, subsurface drainage, uncontaminated cooling water or unpolluted waters to the village POTW unless authorized in writing by the Village Board.

No person shall make any connection of roof downspouts, exterior foundation drains, areaway drains or other sources of surface runoff or groundwater to a building sewer or building drain which in turn is connected directly or indirectly to a public sanitary sewer unless authorized in writing by the Village Board. Connections which allow surface runoff and groundwater to enter the POTW shall be subject to the penalties described in Article IX of this Part 1.

Stormwater runoff and all other unpolluted water shall be discharged to sewers that are specifically designated as storm sewers or to a natural outlet approved by the village, Department of Health of the County of Erie, New York State Department of Environmental Conservation, United States Environmental Protection Agency and any other agency having jurisdiction. Industrial cooling water or unpolluted process waters may be discharged, on approval of the village, to a storm sewer or natural outlet. Persons found discharging unpolluted water to the POTW or to storm sewers or to natural outlets not previously approved by the village or other pertinent governmental agencies shall be subjected to the penalties stipulated in Article IX of this Part 1.

The owners of all houses, buildings or properties used for human occupancy, employment, recreation or other purposes, situated within the Village of Blasdell and abutting on any street, alley or right-of-way in which there is now located or may in the future be located a public sewer, are hereby required at their expense to install suitable toilet facilities therein and to connect such facilities directly with the proper public sewer in accordance with the provisions of this Part 1 within 90 days after date of official notice to do so. Failure to comply with this provision shall result in a penalty as described in this Part 1.

No sewer hookup or other connection to the village's POTW will be allowed or permitted so as to allow the discharge of wastewater from any building, facility or other construction on any parcel of land within any wetlands or within the one-hundred-year floodplain unless approved in writing by the EPA Regional Administrator.
