The appointing authority may suspend without pay any
employee under its jurisdiction for reasons of misconduct, negligence,
inefficiency, insubordination, disloyalty, unauthorized absence, or
other justifiable reasons.
Any employee who is dismissed shall be granted, prior
to the effective date of dismissal, a written statement setting forth
the reasons for such dismissal, and a copy of such statement shall
be filed in the Selectmen's office.
When layoff becomes necessary, the department head
shall notify in writing the affected employee at least five days prior
to the effective date of such action stating the reasons for such
layoff. A copy of such statement shall be filed in the Selectmen's
office.
