A. 
Pursuant to the provisions of § 7-728 of the Village Law and for the purpose of providing for the future growth and development of the Village of Ballston Spa and affording adequate facilities for the housing, transportation, distribution, comfort, convenience, safety, health and welfare of its population, the Ballston Spa Planning Board is hereby empowered to approve plats showing lots, blocks or sites with or without streets or highways.

B. 
For the same purposes and under the same conditions, the Ballston Spa Planning Board is hereby empowered to approve the development of plats entirely or partially undeveloped and which have been filed in the office of the Clerk of the County of Saratoga prior to the appointment of said Ballston Spa Planning Board and the adoption of this chapter.

The Planning Board is hereby created, consisting of five members, each to be appointed for five years, and three alternates to be appointed for one-year terms. Said appointments are subject to § 7-718 of the Village Law and § 10 of the Municipal Home Rule Law. The alternates are to be used in the event of conflict, illness or absence of the regular members to ensure that a five-member Board is present for all applications. The Planning Board shall have all the power and functions hereafter provided by the Village Board of Trustees and the laws of the State of New York.
Alternate members will be compensated at the amount of $42.50 per meeting, when they are called to substitute.
