a. 
Applicant shall submit required plans and documents to the Planning Board for review and approval. The Planning Board shall distribute the plans to those agencies required by law to review and/or approve development plans, and to Township agencies which normally review development plans.
b. 
The Planning Board shall hold a public hearing in accordance with N.J.S.A. 40:55D-46.1 on the application. The initial hearing shall be held not less than 30 days nor more than 45 days from the date of submission of a complete application.
c. 
Applicants may elect to submit a general development plan in accordance with Section 21-53 as part of a PUD-Mt. Laurel Option application. Whether or not a general development plan is submitted, the applicant shall follow procedures for subdivision and site plan approval set forth elsewhere in this chapter.
d. 
Preliminary and final site plan or subdivision applications for any golf course:
1. 
The applicant shall provide all details required by Subsection 21-54.4a. for a preliminary site plan or subdivision application, except that Items 29 through 42 shall be in conceptual design form. The applicant shall also provide preliminary cut and fill calculations. The plans shall show all limits of clearance, basic irrigation trunk lines and proposed road crossings.
2. 
Otherwise applicable procedures for review and decision on preliminary plans shall be followed.
3. 
Preliminary approval shall confer the following rights in addition to those set forth in Subsection 21-54.9:
(a) 
The applicant may stake out tees, center points and greens. Center-line clearing may be started only after 48 hours prior notice to the Township Engineer's office. Additional clearing is subject to approval by the Township Engineer's office who shall report on the status of work on a bi-weekly basis to the Planning Board.
4. 
The application for final site plan plan/subdivision shall conform with Subsection 21-55.2. Additionally, working drawings of the course shall be submitted. The plans shall show revisions made to accommodate field changes to the submitted layout, with particular attention to details required by Code Subsection 21-54.4a, 29 to 42.
5. 
Otherwise applicable provisions for review and decision on final plans shall be followed.
