The Police Chief shall have the following powers:
A. To restrict and regulate traffic control temporarily in times of
emergency, in case of accident, fire, flood, storm, civil disturbance
or any other emergency; establish parking and traffic regulations
separate from those provided in this chapter for a period not to exceed
24 hours unless authority is granted for additional, specifically
defined periods of time (as necessitated due to the continuance of
the emergency) by the Chairman of the Board of Supervisors or other
duly authorized Supervisor acting in the Chairman's absence or stead.

B. To prohibit pedestrians or vehicles temporarily from
entering certain defined limited areas.
C. To establish detours, one-way traffic or other appropriate
regulations or restrictions to meet the needs created by the emergency
situation. Such temporary regulations shall be enforced by the Police
Department in the same manner as permanent regulations.
