In the construction of this chapter, the rules and definitions
contained in this section shall be observed and applied, except when
the context clearly indicates otherwise.
A. Words used in the singular shall include the plural and the plural
the singular.
B. Words used in the present tense shall include the future tense.
C. The word "shall" is always mandatory and not discretionary.
D. The word "may" is permissive.
E. The word "lot" shall include the words "piece" and "parcel."
F. In interpreting the language of this chapter to determine the extent
of the restriction on the uses of land, buildings or structures, the
language shall be interpreted, where doubt exists as to the intended
meaning of the language, in favor of the property owner and against
any implied extension of the restriction.
G. The word "person" includes corporations, associations and partnerships
and other similar entities.
H. The provisions of applicable law, including the provisions of the
Municipalities Planning Code, including all subsequent amendments, shall control and
take precedence over any conflicting provision of this chapter. Where
any provision of this chapter is modeled after or consistent with
the presently applicable law and such applicable law is hereafter
amended or construed by any appellate court, such law, as so amended
or construed, shall control and take precedence over the provisions
of this chapter.
