B. 
In no event shall any single licensee or permittee covered by Subsection A hereof be required to pay annual fees in excess of $150 excluding late fees. All license fees shall be paid no later than March 1 of the license year. A late fee of 50% of the existing fee shall be charged on all license fees not paid on or before March 1 of the license year. An additional $25 shall be charged for each month that the license fee is not paid after April 1 of the year.

C.
