There is hereby established an Environmental Committee for the Borough of Oradell to be known as the "Environmental Committee of the Borough of Oradell."
The Environmental Committee shall make recommendations to the Mayor and Council concerning open space preservation, protection of wetlands, water resources and watershed property, management, air pollution control, solid waste management, recycling, noise control, soil and landscape protection, environmental appearance, marine resources and protection of flora and fauna.

A. 
Membership.
(1) 
The Environmental Committee shall consist of 11 members who shall be residents of the Borough of Oradell. The members of the Environmental Committee shall be appointed by the Mayor with the approval of the Borough Council for a term of one year to serve without salary.
(2) 
One of the 11 members shall be an Oradell student of River Dell Regional High School. One of the 11 members shall be an Oradell student of the River Dell Regional Middle School. The student members shall be recommended by the River Dell Regional Board of Education for appointment by the Mayor with approval by the Borough Council.
B. 
Any vacancy occurring for any reason shall be filled for the unexpired term by appointment of the Mayor.
C. 
The Environmental Committee shall organize annually and from its members elect a Chair.
The duties of the Environmental Committee shall be as follows:
A. 
Conduct research into the use and possible use of the open land areas of the Borough.
B. 
Study and make recommendations to the Mayor and Council concerning open space preservation, protection of wetlands, water resources and watershed property, management, air pollution control, solid waste management, recycling, noise control, soil and landscape protection, environmental appearance, marine resources and protection of flora and fauna.
C. 
Coordinate the activities of unofficial bodies organized for similar purposes.
D. 
Advertise, prepare, print and distribute books, maps, charts, plans and pamphlets as may be required, subject to funding by the Mayor and Council for such purposes.
The Environmental Committee shall keep complete and accurate records of its meetings and activities and shall make an annual report to the Mayor and Council.
