This chapter is adopted to deter the use of peddling and soliciting
to gain access to residences and other places, including business
premises, for criminal purposes, to discourage unethical and dishonest
business practices, to regulate peddlers and solicitors as set forth
in this chapter and to maintain quiet and privacy for the residents
of the Borough of Oradell.
As used in this chapter, the following terms shall have the
meanings indicated:
PEDDLING
The practice of going from house to house, or from place
to place, including but not limited to residential or business premises
and public buildings, traveling by foot, motor vehicle or any other
type of conveyance, carrying or transporting merchandise for the purpose
of selling and delivering the merchandise to customers, or engaging
in any of the foregoing activities from a stationary location on any
street or any public place.
SOLICITING
The practice of going from house to house, or from place
to place, including but not limited to residential or business premises
and public buildings, traveling by foot, motor vehicle or any other
type of conveyance, distributing commercial literature or soliciting
or attempting to take orders for the sale of books, periodicals or
merchandise of any kind for future delivery or for the present or
future performance of services of any kind, whether or not such person
has, carries or exposes for sale a sample of the merchandise or services,
and whether or not collecting advance payments on such sales or orders,
or engaging in any of the foregoing activities from a stationary location
on any street or any public place.
