This chapter is adopted to provide for the public interest and public safety of the residences and businesses in the Borough of Oradell by encouraging the hookup of all applicable emergency alarm systems to the computerized alarm console in its Police Headquarters so that they may respond and operate in the most efficient and beneficial manner possible; to impose standards and regulations for the hookup of alarm systems to this console and for all other alarm systems that cannot be hooked up to this console; and to encourage the proper use of such alarm systems so as to limit unnecessary Police and Fire Department responses to false alarms.
As used in this chapter, the following terms shall have the meanings indicated:
ALARM CONSOLE
The console or control panel of devices giving a visual or audio response or both and located within the confines of the Police Department.
ALARM DEVICE
Refer to definition of "alarm systems."
ALARM INSTALLER
Any business operated by a person or persons for a profit which engages in the installation of any alarm device or alarm system.
ALARM SYSTEM
Equipment or a device or an assembly of equipment and devices designed to signal the presence of an emergency or hazard requiring urgent attention and to which the Police or Fire Department may be expected to respond. The term "alarm system" shall include the terms "alarm devices," "direct alarms," "digital alarms," "central service alarms" and "local alarms."
CENTRAL SERVICE ALARMS
Any type of alarm system which, when activated, transmits a signal to an independent communication center not under the control of the Borough of Oradell or the Police Department, which independent communication center, upon receipt of such signal, is to take appropriate action including the relaying of such information to the Police Department telephone communication center.
CHIEF OF POLICE
The Chief of Police of the Borough of Oradell.
CONSTRUCTION OFFICIAL
The Construction Official of the Borough of Oradell.
DIAL ALARM
Any type of alarm system which, when activated, transmits a preprogrammed electronic telephone message over the regular telephone lines to the telephone communications center in Police Headquarters.
DIGITAL ALARMS
Any type of alarm system which, when activated, transmits a signal directly into the alarm console in Police Headquarters over regular telephone lines.
DIRECT ALARMS
Any type of alarm system which, when activated, transmits a signal directly into the alarm console at Police Headquarters via special leased telephone lines.
FALSE ALARMS
Any signal of an alarm system actuated by inadvertence, negligence, intentional or unintentional act of a person other than an intruder and including as well signals caused by mechanical failure, malfunctioning or improper installation of the alarm system and related equipment, but not including signals created by mechanical failure, malfunctioning or improper installation of the alarm console.
LOCAL ALARMS
Any type of alarm system which, when activated, produces a signal not connected to the alarm console or the Police Headquarters switchboard, such as any actuating bell, siren or horn device providing warning of intrusion, fire, smoke, flood or other peril. The term "local alarm" shall not include a warning system on a motor vehicle, provided such system is not interconnected with an alarm device, a direct alarm or a digital alarm. The term "local alarm" shall also not include any alarm equipment designed to signal solely within the building (or series of buildings, if owned by the same person) on which it is located and which is not designated to emit signals visible or audible to persons outside such building (or series of buildings).
MAYOR and COUNCIL
The Mayor and Council of the Borough of Oradell.
POLICE DEPARTMENT
The Police Department of the Borough of Oradell.
POLICE HEADQUARTERS
The headquarters of the Police Department, at present located in the Borough Hall of the Borough of Oradell at 355 Kinderkamack Road in said Borough.
