The Town Board is hereby authorized to designate a particular Town newsletter
or particular written notice relating to worthwhile items or information regarding
the affairs of the Town (other than advertisements or propaganda) to be included
with any tax bill, notification of a tax to be assessed or levied, water bill
or sewer rent bill.
This article is enacted pursuant to the authority of Subdivision (a)
of § 1826 of the Tax Law of the State of New York.
To the extent that Subdivision (a) of § 1826 of the Tax Law
of the State of New York does not contain authority for the enactment of this
article, this article is enacted pursuant to the authority of § 10
of the Municipal Home Rule Law authorizing towns to adopt a local law which
may amend or supersede any provision of state law in relation to the property,
affairs or government of the Town unless there is a state legislative restriction
on such amendment or supersession. Accordingly, § 1826 of the Tax
Law of the State of New York is hereby amended in its application to the Town
by adding thereto and inserting therein a new subdivision, to be designated
(c), to read and provide as follows:

(c) Notwithstanding the foregoing provisions of this section, it shall
be lawful for the Town Board to designate a particular Town newsletter or
particular written notice relating to worthwhile items or information regarding
the affairs of said Town (other than advertisements or propaganda) to be included
with any tax bill, notification of a tax to be assessed or levied, water bill
or sewer rent bill.
