A. 
It is the intent of these standards (Specifications and Standard Detail Drawings contained herein[1]) to establish minimum general requirements for the design and construction of public improvements within the Town of Maine. These standards should be used as a guide to sound engineering judgment for the solution of the particular problems within the Town of Maine.

B. 
Preliminary layouts and final subdivision plats submitted to the Planning Board for approval shall incorporate the requirements of these standards unless waived specifically by the Planning Board.
C. 
Streets, storm drainage, sanitary sewerage and water distribution systems will not be accepted for maintenance by the Town Board unless they comply with the requirements of these standards and the resolution of the Planning Board approving the final subdivision plat, and are approved by the Town Engineer upon completion.
All materials utilized in the work shall be new and of the best grade on the market in their respective classes. Seconds or rejects will not be accepted. All work shall be executed in a thorough, substantial and workmanlike manner by a sufficient number of competent mechanics skilled in their respective trades. The standards shall be interpreted to require first class work and materials. Alternate equivalent materials or methods will be accepted only if approved by the Town Engineer.
All work shall be so conducted as to comply with all local, state and federal ordinances, laws and regulations. A written permit shall be obtained from the Town Commissioner of Highways, Parks, Buildings and Grounds (hereinafter called the Commissioner or Highway Superintendent or Town Highway Superintendent) before working in any Town street or highway that has been accepted for maintenance by the Town or in any other case where required by Town ordinance or local law.
The developer shall be responsible for repairs and maintenance of all work necessitated by defective materials and workmanship, including those necessitated by settlement of embankments or backfilled trenches, of which the Town gives notice to the developer within one year from the date of acceptance by the Town. A maintenance bond or cash deposit equal in amount to 10% of the cost of improvements shall be furnished to the Town to guarantee such maintenance and repairs.
Words not defined herein shall have the meaning given to them by the Town of Maine Land Subdivision Regulations unless another meaning is obvious from the text.[1]

Materials, equipment and workmanship specified by reference to a standard shall comply with the requirements to the latest version thereof. The standards referred to, except as modified herein, shall have full force and effect as though printed in the construction standards. The Town Clerk will furnish, upon request, information as to how copies of the standard specifications referred to may be obtained. Reference to materials, equipment, type of construction, or by product name, make or catalog number shall be interpreted as establishing a standard of quality and shall not be construed as limiting competition.
A. 
All improvements and utilities will be reviewed by the Town Highway Superintendent and the Town Engineer to ensure satisfactory compliance and completion.
B. 
The Town Highway Superintendent and the Town Engineer shall be notified three days before each of the following phases of work has been started so that he or his representatives may review the work:
(1) 
Utilities.
(2) 
Storm drainage.
(3) 
Curb and gutter forms.
(4) 
Road paving.
C. 
A final review of all improvements and utilities will be made to determine whether the work is satisfactory and in substantial agreement with the approved plat drawings. The general condition of the site shall also be considered. Upon satisfactory final report from the Town Engineer, action will be taken to release the performance guarantee covering such improvements and utilities.
