There is hereby created a Multiple Dwelling Review Board.
Said Board shall consist of five members, appointed by the Township Committee.
Said Board shall consist of:
A. 
Two landlords, one being a landlord for a multiple dwelling containing 20 rental units or less and serving a term of two years and one being a landlord for a multiple dwelling containing 21 rental units or more and serving a term of three years.
B. 
Two tenants, one being a tenant in a multiple dwelling containing 20 rental units or less and serving a term of two years and one being a tenant in a multiple dwelling containing 21 rental units or more and serving a term of three years.
C. 
One resident of Rochelle Park who is not a landlord or tenant and serving a term of three years.
The Multiple Dwelling Review Board shall designate one member, by majority vote, as Chairman. The resident member of the Board who is not a landlord or tenant shall be designated as Secretary of the Board.
No member of the Board shall receive compensation for his services, except that the Secretary shall receive a salary to be determined by the Township Committee and to be provided for in the Township of Rochelle Park Salary Ordinance.[1]

The Township Committee shall also appoint one landlord and one tenant to serve as alternate members of the Board for terms of three years. In the event that any matter is brought before the Board in which a conflict of interest exists on the part of a landlord Board member, the alternate landlord shall replace said landlord member, assume all his powers and duties and serve as Board member in all matters in which the conflict of interest exists. In the event that any matter is brought before the Board in which a conflict of interest exists on the part of a tenant Board member, the alternate tenant shall replace said tenant Board member, assume all his powers and responsibilities and serve as Board member in all matters in which the conflict of interest exists. Alternates shall serve as Board members only when a conflict of interest exists.
