The Board of Health may establish from time
to time, amend, and authorize collection, fees for the collection
and/or disposal or solid waste pursuant to MGL c. 44, § 28C(f).
Before establishing or amending fees pursuant to this section, the
Board of Health must hold a hearing in conjunction with the Finance
Committee. Notice of the hearings must be advertised at least seven
days in advance in a newspaper with general circulation in the Town
of Townsend.
A dedicated revolving fund, to be called the Solid Waste Fund shall be established. The fees collected under §
37-4 shall be placed in this fund. Fees from this fund are to be spent under the direction of the Board of Health after authorization at Town Meeting for those uses allowed by MGL c. 44, § 28C(f).
