This article of the document is known as the "Introduction to the Consolidated Rules of the Townsend Planning Board" and may be referenced as such, or as Article I of the Consolidated Rules of the Townsend Planning Board.
A. 
This document comprises the collected rules and regulations of the Townsend Planning Board. This document is divided into several articles. Each article is a separate and distinct set of rules and regulations, corresponding to a different aspect of the Planning Board's duties and typically falling under a different section of Massachusetts General Laws. For example, Article II is the rules and regulations for subdivision control, falling under the state's Subdivision Control Law (MGL c. 41, §§ 81K through 81GG). Article III is the rules and regulations for special permits, falling under the Town's Zoning Bylaw and the State Zoning Act (MGL c. 40A).
B. 
This document is published as a collection for the convenience of the general public, the Town of Townsend and the Townsend Planning Board. Except where otherwise specified, each article is to be applied and interpreted separately. However, other articles may be used as a guide in interpretation and to identify policies.
Each article has its own rules for amendment. The rules of amendment will vary from article to article. Furthermore, the articles may have auxiliary sections, appendices or other materials that are associated with the corresponding rules and regulations but not part of them. Examples of auxiliary materials include bibliographies, checklists and optional forms. The rules for amending the auxiliary materials may be different from the rules for the primary material.[1]
